On 18 December 2025, the African Foundation for Lifelong Learning (AF3L) signed three partnership agreements aimed at establishing a strong and sustainable framework for cooperation in the development and promotion of lifelong learning, both at the national level and across Africa.
The first agreement was signed with the International Council for Adult Education (ICAE), a global civil society organization established in 1973. ICAE is a worldwide network representing more than 800 member NGOs in over 75 countries. It advocates for lifelong learning and acts as a strategic partner of UNESCO and the United Nations in promoting adult education as a driver of social transformation, addressing issues such as climate change and social justice. This partnership will enable the Foundation to become a member of this network, opening up new opportunities for international cooperation and development.
The second agreement was concluded with the Moroccan Lifelong Learning Forum (MLLLF), a Moroccan organization that works to ensure quality and equitable education and to promote lifelong learning that is accessible to all, without inequalities.
The third agreement was signed with the Moroccan Center for Civic Education (MCCE), a committed national actor dedicated to training responsible and active citizens, promoting education for democracy, human rights, and good governance, and encouraging civic participation—particularly among women and young people—in order to contribute to a democratic and inclusive Moroccan society.
The signing ceremony took place at the AF3L’s headquarters in Rabat, Morocco, in the presence of Mr. Aziz KAICHOUH, President of AF3L; Mr. Jose Roberto GUEVARA, President of ICAE; Ms. Fatima BELARBI, President of MLLLF; Mr. Elarbi IMAD, President of MCCE; as well as members of the partner organizations’ executive boards.
These agreements aim to strengthen cooperation and partnerships in support of adult education and lifelong learning. They seek to build the capacities of stakeholders, harmonize efforts, share expertise, and develop programs and projects at both national and African levels. They also promote research, evaluation, the production of educational resources, and exchanges and networking among civil society organizations, contributing to the development of inclusive and sustainable learning ecosystems.
These partnerships mark a significant milestone in strengthening synergies among African stakeholders committed to more equitable, innovative, and resilient education systems, united by the shared ambition of building a learning and inclusive Africa.
