The regional capacity-building workshop, held in Rabat from September 16 to 18, 2025, was organized by the African Foundation for Lifelong Learning (AF3L), in partnership with the UNESCO Institute for Lifelong Learning (UIL) and with the support of the National Commission for UNESCO in Morocco. As part of the follow-up to CONFINTEA VII and the preparation of the sixth Global Report on Adult Learning and Education (GRALE 6), it brought together representatives from 15 African countries, experts, and institutional partners. The workshop aimed to strengthen the technical and methodological skills of the national teams responsible for the GRALE 6 survey, foster a common understanding of key concepts, promote data quality and reliability, and share good practices in data collection and analysis. Organized in a spirit of South-South cooperation, the event also contributed to promoting the right to education and lifelong learning, while enhancing regional and international cooperation in this field.

The meeting aimed to host a ceremony for the official presentation of the Alliance of African National Commissions and Learning Cities and of the Foundation, to convene the first meeting of the Board of Directors, to celebrate Africa Day, and to adopt the Rabat Declaration on Lifelong Learning in Africa. This initiative, in line with the High Royal Directives promoting South–South cooperation in the fields of education, science, and culture, originated from a partnership between the National Commissions of Morocco and Côte d’Ivoire. It was later expanded to include eight additional African countries, and eventually grew to encompass 33 member states. The Alliance played a pivotal role in the establishment of the Foundation, officially created on 29 February 2024. Its missions focus on the formulation of policies, strategies, and action plans related to lifelong learning in Africa, with particular emphasis on digital transformation.

The African Foundation for Lifelong Learning (AF3L), in partnership with the UNESCO Institute for Lifelong Learning (UIL), organized an initial webinar presenting the concept of Lifelong Learning (LLL). The session explored the evolution of this concept, from the earliest international reports to its integration into current education policies. The speakers then discussed the key reference frameworks guiding its implementation at both global and continental levels. Finally, the webinar explained the three components of learning—formal, non-formal, and informal—which complement one another in fostering learning societies.

On 18 December 2025, the African Foundation for Lifelong Learning (AF3L) signed three partnership agreements aimed at establishing a strong and sustainable framework for cooperation in the development and promotion of lifelong learning, both at the national level and across Africa. These partnerships reflect a shared commitment to strengthening cooperation in the fields of adult education and lifelong learning, pooling expertise, and developing coordinated actions aimed at promoting equitable access to learning. They particularly focus on strengthening the capacities of LLL stakeholders, implementing joint programs and projects at both national and African levels, producing adapted educational resources, enhancing collaboration among civil society organizations, and supporting research in the areas of adult education and lifelong learning.

The African Foundation for Lifelong Learning co-organized, with the Faculty of Education Sciences, a meeting aimed at promoting lifelong learning in Africa. The event featured contributions from professors and students, offering valuable insights into the challenges, transformations, and prospects of lifelong learning, both at the academic level and across the African continent. During this meeting, the official signing ceremony of the partnership agreement between the Faculty of Education Sciences and the African Foundation for Lifelong Learning was held.

The African Foundation for Lifelong Learning (AF3L), in partnership with the UNESCO Institute for Lifelong Learning (UIL), organized a second webinar as part of a series of monthly events. This webinar highlighted the importance of rethinking education in Africa based on the continent’s sociocultural realities, by valuing endogenous knowledge, African languages, and traditional modes of transmission. The discussions also emphasized the need for the decolonization of knowledge and the construction of more inclusive, human-centered learning societies rooted in African realities.
